01 — Timeline
What has to happen before it opens
Three stages, only the first of which has actually happened. Treat everything after it as sequence, not schedule.
-
Now Done
Zone designated
Kura Kura Bali is confirmed a Special Economic Zone in Indonesian regulation, and land reclamation and infrastructure work is visible on parts of the site.

Next In progress
Implementing rules and licences
The detailed rules and operational licences a functioning financial centre needs are still being drafted. Final building footprints, tenant mix and the sub-zone for financial services are not settled.
-
2027–2030 Indicative
Substantive operation
The window policymakers refer to in public discussion. These are policy goals, not launch dates, and no announcement has said the centre is open for business.
02 — Location
Why the site sits where it does
Kura Kura Bali is a mixed-use waterfront development on the lagoon side of Serangan–Sanur, framed to combine tourism, commercial and potential financial-services uses. What makes the position matter is the marinas: the site sits beside existing and planned berths serving yachts, liveaboards and small cruise ships running to Lombok, Labuan Bajo, Sumba and further east. That puts finance, family-office functions and marine assets inside one logistics ecosystem.

03 — On the record
Announced, versus still being argued about
The single most useful distinction on this subject, and the one marketing copy tends to collapse.
Officially verifiable
- Kura Kura Bali designated a Special Economic Zone by regulation
- Stated intent to position Bali as a lifestyle-finance hub alongside Jakarta
- Indonesia participating in global minimum tax discussions
- Reclamation and infrastructure work visible on parts of the zone
Still under policy debate
- Corporate rates and personal tax treatment
- Residency privileges tied to the centre
- Whether any licence would permit trading global markets from Bali
- Final building footprints, tenant mix and the financial-services sub-zone
- Any binding opening date
Until implementing rules are enacted there is no Bali IFC tax table to rely on. Treatment for foreigners has to be read through existing Indonesian tax law, double-tax treaties and global minimum tax principles — with a licensed adviser, not from this page.
04 — What things cost today
Numbers the desk can already quote
The centre is not open, but the ground underneath it is working. These are the bands in use as of August 2026 — indicative, and subject to periodic revision.
05 — The desk
What this desk does, and what it will not do
An information and logistics operator, not a law firm. The job is to let you see real assets before committing to any structure that might one day align with an IFC framework.
No legal or tax opinions, no privileged government information, and every projection is scenario-based and non-binding. Validate with licensed advisers before committing.
06 — Questions
Frequently asked
What is the current status of the Bali IFC?
A planning and zoning phase tied to the Kura Kura Bali Special Economic Zone. The area is under development, but a functioning centre with defined tax and regulatory privileges is not open. Treat current activity as pre-launch positioning.
Where will it be located?
Within the Kura Kura Bali development on the Serangan–Sanur side of South Bali, roughly 20–30 minutes from Ngurah Rai. The position next to existing and planned marinas is what makes it attractive to family offices with yacht, liveaboard or resort interests further east.
What has actually been announced?
The SEZ designation for Kura Kura Bali, and the intent to create an international financial hub in Bali. Policymakers have referenced alignment with the global minimum tax framework. Rules on tax treatment, licence categories and sector incentives are still being formulated.
When could it open?
No binding date has been confirmed. Policy discussion and commentary point at roughly 2027–2030 for substantive operations, as indicative targets rather than guarantees. Plan for phased development and expect the timeline to move.
Who is behind it?
The Indonesian central government and relevant ministries, with Kura Kura Bali as the physical SEZ host. This desk is operated independently by Juara Holding Group and is affiliated with no government body. It handles orientation and logistics, not regulation.
