What a financial centre has to regulate
Corporate governance, licensing, taxation, dispute resolution and supervision. A financial centre is those five frameworks working together — which is why designating a zone and opening one are years apart.

The five frameworks
- Licensing
- Which categories of financial institution may operate, on what capital and conduct conditions, and who issues the permission
- Governance
- Board composition, fitness and propriety tests, reporting lines and audit obligations
- Taxation
- Rates, qualifying-activity tests, treaty interaction, and how any concession sits against global minimum tax commitments
- Supervision
- Which authority supervises what. OJK and Bank Indonesia are the regulators of record for Indonesia
- Dispute resolution
- Which forum hears a commercial dispute and under which law — the point on which established hubs hold their clearest lead

Indonesia's Coordinating Ministry for Economic Affairs is finalising the regulations that would establish the hub and its incentive framework.

The point at which a firm can actually be authorised. No IFC-specific window is open to investors.
This is why the honest answer to "can I set up in the Bali IFC" is currently no, and why that answer is about sequence rather than about willingness.
